      NEW YORK TALKS IN QUESTION

      Reports from America indicated on Thursday that representatives
      from the governing Socialist Party of Serbia would not attend
      Serb-Albanian talks in New York, Slobodan Pavlovic reported for
  25  FoNet.

      The Carnegie Foundation who are hosting the New York talks, also
      fear that Vuk Draskovic, one of the Zajedno leaders will fail to
      attend if the Socialists boycot the discussions. The Zajedno
      triumvirate are due to arrive in Washinton on Thursday. So far,
  30  only Ms. Vesna Pesic has confirmed she would attend the New York
      talks.


      RADICALS KICK OFF ELECTORAL CAMPAIGN

      Leader of the Serbian Radical Party Vojislav Seselj told reporters
      on Thursday that his party's electoral campaign for the upcoming
  35  parliamentary and presidential elections in Serbia was underway.

      Mr. Seselj said that his party would insist on a re-run of local
      elections along with this year's parliamentary and presidential
      elections but this time on the basis of proportional
      representation.

  40  ``We have local governments founded on irregular principles and
      elections. After everything that happened after November [1996],
      it is essential that the electoral will of the citizens be
      measured again,'' Mr. Seselj stressed, adding the he would be the
      Radical's presidential candidate, according to FoNet.


  45  70 REFUGEES RETURNED TO PRISTINA

      The German region of Baden-Wuerttemberg repatriated on Wednesday
      70 refugees from the rump-Yugoslavia, the regional interior
      Ministry announced.

      According to AFP and FoNet, the group includes crimilans,
  50  individuals who had been denied asylum, single persons as well as
      families. So far, 317 Albanians have been voluntarily repatriated
      while 36 have been forcibly expelled from this German region.

      The German and Yugoslav Interior Ministers agreed in October 1996
      that 135,000 Yugoslav refugees would be repatriated over a 3-year
  55  period.


      PREPARATIONS FOR LOCAL ELECTIONS IN EASTERN SLAVONIA

      So far 56,000 ethnic Serbs and around 67,000 Croatian refugees
      have registered to vote in Eastern Slavonia for the upcoming local
      elections in Croatia. Croatian refugees will cast their votes in
  60  their current place of residence, BETA reported on Thursday.


      HAGUE TRIBUNAL DEMANDS NORWAY PROTECTS WITNESSES

      The International War Crimes Tribunal for former Yugoslavia has
      demanded that Norway offer shelter to those witnesses who have
      testified before the Tribunal and now fear for their safety, the
  65  Norwegian radio NRK reported on Thursday.

      The Norwegian Foreign Ministry have refused to comment on the
      radio report, AFP and FoNet say.

      A number of witnesses have refused to appear at the Tribunal or
      have withdrawn their testimonies, fearing possible retribution.
  70  Many of the witnesses have asked to be granted residence in a
      third country, while some have demanded a new identity. NRK also
      reported that other European countries have been asked to protect
      the witnesses but did not specify which ones.


      DRASKOVIC AND FAMILY WARN OF ZAJEDNO COLLAPSE

  75  Danica Draskovic, a member of the Managing Board of the Serbian
      Renewal Party (SPO) and wife of the party's leader, told the
      Belgrade daily 'Gradjanin' that the Democratic Party and its
      leader Zoran Djindjic were ``destroying'' coalition Zajedno.

      Mrs. Draskovic's chief arguments were the reserved reaction by Mr.
  80  Djindjic to Mr. Draskovic's candidacy for president and his
      alleged collusion with the Serbian President Slobodan Milosevic.

      SPO leader Vuk Draskovic warned Belgrade daily 'Blic' on Thursday
      that the coalition would fall apart if its member parties did not
      support the candidate proposed by his party as stipulated in an
  85  earlier agreement.
